About Dvc Damodar Valley Corporation
Regular flooding of the Damodar River and following a devastating flood in 1943 had caused it to be labeled the "River of Sorrows". During 1942-46, Dr. Babasaheb Ambedkar as a Cabinet Member in charge of the Labour, Irrigation and Power portfolio framed the objective and strategy of economic planning and water and electric power policy of India.
To achieve this task keeping in view the need of enhanced technical expertise Dr.Ambedkar established the "Central Waterways Irrigation and Navigation Commission" (CWINC) also called as "Central Water Commission"(CWC) in March 1944 and subsequently by the Viceroy on April 4, 1945. Thus Dr. Ambedkar helped build a strong technical organisation for the development of India. Under this Commission the First Multipurpose River Basin Development Project of India came into existence.This was named as DAMODAR VALLEY CORPORATION(DVC).
The board recommended forming an organization, similar to the Tennessee Valley Authority (TVA) of the flood-prone Tennessee Valley in the United States. In 1944, W.L. Voorduin, a senior engineer of the TVA, was appointed to develop a comprehensive plan for the area.
In March 1948, the Damodar Valley Corporation Act (Act No. XIV of 1948) was passed by the Constituent Assembly, and the Damodar Valley Corporation (DVC) was officially formed on July 7, 1948. The corporation was jointly formed by the government bodies: the Central Government, the Government of West Bengal and the Government of Jharkhand to participate jointly for the purpose of building the Damodar Valley Corporation.
