PSCST, functions under the aegis of Department of Science, Technology and Environment, Punjab. It is a scientific and industrial research organization approved by Department of Scientific Industrial Research, Ministry of Science & Technology, Govt. of India. it serves as focal point of Department of Science & Technology, Govt. of India for planning, guiding, evaluating, monitoring, coordinating and accelerating S&T activities at the State level so as to ensure integration of S&T for overall socio-economic development. The Council has identified Popularization of Science, Biotechnology and Environment including industrial pollution control and energy efficiency as its major thrust areas. it is engaged in location-specific research, technology development, demonstration & transfer as well as capacity building & outreach activities on S&T issues relevant to the state. It also coordinates policy and infrastructure development as well provides patent search and filing facilities to the innovators, researchers, R&D establishments and industry in the state.

The Chief Minister, Punjab, the Minister-in-Charge for Science & Technology is chairman of the Council. The General Body of the Council has members representing various departments of the State, Vice-Chancellors of the 4 universities and eminent scientists representing national and state level scientific institutions. Principal Secretary for Science & Technology is the Member Secretary of the Council. He also heads Executive Committee of PSCST. Executive Director is the Chief Executive of the Council.
